Squats, butt lifts, lunges and ham string excercises work best.
Also, you can check out non-surgical Velasmooth, Endermologie and Mesotherapy.
Cellulite is caused by two things, 1) Fatty tissue and 2) Connective tissue.
The first can be taken care of primarily by diet and working out. Drink your fair share of water, don't eat too much and work out to maintain your metabolism.
The second is more problematic and gets worse as you age because collagen is not regenerated so the tissue becomes less elastic. Also, most people gain weight as they age because of a less active life style and a drop in metabolism. This is where Velasmooth or mesotherapy come in handy.

For stretch marks, you probably need peels or laser treatments.

SO, does it work?

Cellulite is caused by life-style, hormones and genetics.
Once cellulite is there it is impossible to get rid of it short of altering the appearance with lasers. Sometimes diet changes can reduce fat which "shrinks" the dimples.
Some people start estrogen treatments before hand since it is a factor in cellulite. Also a (pre) good diet and exercise can reduce appearance although some people just receive it genetically.
As far as a pump curing it. Laugh at it, laugh at it, laugh at it.
The exact cause isn't even known yet.
Alot of stuff(including working out isnt working). Is this procedure expensive? Is it worth it?

The cellulite can certainly be improved. My wife uses a combination of exercise and Revitol cream ( http://www.bestcellulitereduction.com/goodbye-cellulite ) which strengthens the skin. She regularly jogs or goes to the local swimming pool, in addition to applying cream to the area of cellulite.
It's a great way to remove cellulite because you can also take the kids swimming with you! The cream contains natural ingredients and is safe to use. In addition to these tips, eat healthily and avoid junk food as much as possible. There's quite a few cellulite creams on the market but my wife swears by Revitol; it certainly looks to be improving her skin health.
