
Cellulite is caused by two things, 1) Fatty tissue and 2) Connective tissue.
The first can be taken care of primarily by diet and working out. Drink your fair share of water, don't eat too much and work out to maintain your metabolism.
The second is more problematic and gets worse as you age because collagen is not regenerated so the tissue becomes less elastic and of course most people gain weight as they age because of a less active life style and a drop in metabolism. This is where Velasmooth or mesotherapy come in handy.

As everybody says, diet and exercise should help the problem, and this comes highly recommended by me. Of course, it’s always good to eat healthy and to exercise. Doing so will not only help with your cellulite, as eating healthy and exercising should also make you feel better about life in general.
However, as far as treating cellulite goes, it seems like exercise and a good diet will only go so far. The medicinal cures for cellulite don’t work, but there are some mechanical techniques that have been shown to help. One of them is lymphatic draining massages, which seems to be a very useful technique. The technique goes something like this: you lay on your back and expose the areas of your body with cellulite. Then, someone slaps the areas with cellulite with their open palms, while occasionally breaking and rubbing the skin in a circular motion. The total amount of time spent slapping the skin in a session should be about 2 minutes. You can have this done professionally, but it seems so easy and would probably be unnecessarily costly to pay for it, so perhaps you can just get a friend or family member to do it? Usually it will take a few sessions before you notice the difference, but it should be very effective if done enough times! Probably there is more information you can find online if you want more specific information (such as how often this is usually administered).
What should happen, is the massage will stimulate fluid in those areas to be drawn into the capillaries. Thus, the appearances of cellulite will go away. This won’t cure the problem forever, as it will eventually come back, but if you do this type of massage relatively regularly you should be set completely.

Cellulite. If you're a woman, chances are nine out of ten that you would have encountered these unsightly lumps on your thighs and buttocks. And you would be itching to get rid of them. You'd be willing to try anything, from pounding the life out of them to creaming them, and occasionally, if you are really desperate, exercising them!
So what is cellulite anyway?
It's fat that looks lumpy and dimpled, and is usually found around the buttocks and thighs – because this is where most women store fat. What causes cellulite?

Combine your diet with aerobic exercise and weights to tone up muscle. The healthiest and most natural way to diminish cellulite is through diet and a mix of cardiovascular exercise and weight training. Do a minimum of 30 minutes of cardio exercise, three times a week, and 30 minutes of lifting weights or doing resistance work (sweeping the floor, washing clothes – yes, it works!) three times a week and you're all set.
Water Water Everywhere
Another cause of cellulite is inadequate water intake, which prevents the body from getting rid of toxins, and these toxins prevent the breakdown of fat. So drink up – at least 10 to 12 glasses of water a day. If you drink any caffeinated beverage, you need to drink extra water to counteract caffeine's dehydrating effects.
The Brush Off
The skin is the largest organ of the body and other than bathtime, it's completely neglected. Brushing is the best thing you can do for your skin, and it takes just a few minutes everyday.
On dry skin, take a soft body brush or loofah and brush towards the heart:
Up from the legs and arms.
Down from the neck
Across your buttocks.
Dry skin brushing is more beneficial than brushing when in the shower. Don't scrub, massage or rotate the brush on the body; just sweep it across the skin in long smooth strokes. It stimulates blood circulation, tightens the skin and eliminates cellulite. Phew! And if you need any other reason – it feels damned good

Eat fresh fruit and veges.
Exercise (running up hill is good).

And should I become a vegetarian so that I eat better foods? You can still get protein, etc. from other foods.

Exercise, exspecially with strength training, to keep the muscles fluid. Do cardio and just exercise/eat a healthy balanced diet to keep it within check. there really is nothing you can do. Spot toning only works if you work out and tone every other part of your body regualry. Muscle is a big preventer.
Tanning, or making the skin darker (I recommend sunless tanning to prevent cancer and aging) helps minimize lines. Otherwise, beyond plastic surgery (which is expensive and not exactly 100% accurate), just wear figure-flattering outfits. Believe me, this problem is far to common.

Do the up-down step technique. Stand upright and place your left foot on an elevated platform. Keeping your left foot stable, carefully step up and down on the platform using your right foot. Repeat this up and down motion 15 to 20 times. Then switch the position of your legs; with the right foot being the stable limb and the left foot doing the up and down steps, 15 to 20 times.
Execute the squat. Stand upright, with feet shoulder width apart, and dumbbells on each hand. Rotate your arms inward so that your palms are facing you. Flex both your elbows, so that the dumbbells are positioned on level of the shoulders. Contract your abdomen and inhale as you bend your knees to a squat. Exhale as you bring your body back up to starting position. Make sure to keep your back straight as you perform this exercise. Do the squat 15 to 20 times and then relax.
Carry out an isolated resistance exercise for your adductor muscles (inner thigh). Prepare a pillow or a folded thick towel. Sit upright on a chair with feet flat on the floor. Securely place the pillow or towel in between your thighs. Squeeze your thighs on the pillow, hold it for 5 seconds, then release. Do this procedure 15 to 20 times and relax.
Perform resistance exercise for abductor muscles (outer thigh). Sit on a chair, with legs close together and feet flat on the floor. Keep your back straight and slightly lean forward and position your hand by placing your palms on the sides of your knees. Then gradually push the sides of your knees outward to open your thighs, while your palms are pushing inward to resist the motion of your thighs. Hold the resistance for 5 seconds and release. Repeat this procedure 15 to 20 times and relax.
Execute the leg extension exercise. Start in all fours and then flex both elbows so that your forearms are resting on the floor. Elevate your right knee as high as you can. Gradually extend the same leg so that your toes are directed at the ceiling and hold that position for 5 to 10 seconds. Then bring your right leg back down to starting position and do the same procedure on your left leg. Repeat the alternating elevation of the right and left legs 10 to 15 times and relax.
Do the side lying leg elevation. Lie on your right side with left arm placed in front of you to support your balance. Carefully bring your top leg forward and rest in on the floor. Then elevate your bottom leg as high as you can and hold it for 5 to 10 seconds and then bring it back down. Repeat this procedure 10 to 15 times and then do the same procedure on the other side.
